Well I finally got the little gal back together it turns over nice but I'm having a problem with the glows , has a new battery installed but when I try to heat the plugs all I get is 8to9 volts to them. I read that it is supposed to be 10 1/2 them to heat up I've replaced the glow control and it still the same anyone have an idea what is wrong with it thanks Bruce

Have you replaced the glow plug indicator (that is a resistor also)? I think that would drop the voltage if it was breaking down.

You can also check the voltage to the glow plugs when the tractor is cranking. The glow plug indicator is out of the circuit in that situation. That might confirm or confuse the situation since the starter will be dropping the voltage. So you can not push the clutch down, turn the key to the crank position and read the voltage, then it should be the same as the battery voltage.

I measured the voltage from the controller to the glows in the heat position it's 8or9 volts the voltage from the switch to the controller is 12 I've replaced the controller and it was the same as the old one
That is what you already stated in your first post.
