B21 1800 hrs governor not working properly

RPMs will run above 2600 seems worse if the front of the tractor is lower than the back All the springs and arms that are visible when the injection pump is removed look good moving and returning to idle. Don't want to pull the governor shaft and gear if it's not necessary but what else could it be?

low on fuel, bad fuel pump,minor leak( at reinstalled pump) ?

I can't see HOW the tractor being 'uphill or downhill' could have any bearing on the RPM changing.

Thank you for responding. I'm thinking the fuel is ok because this problem has been going on for over a year with filter changes with lots of fuel gone through it. I dead head a valve for a second to bring rpms down when they start getting too high. as for a fuel leak nothing that I can see unless it's internal. or sucking air before the lift pump. It was suggested to me to check the governor springs under the injection pump. but the springs were fine. the fuel tank is higher than the rest of the fuel system which is why I didn't suspect the lift pump. the motor has plenty of power I just have to watch when there is no load on the motor. I'm wondering how I might test or verify the injection pump. or if the governor weights on the governor shaft could have something to do with the rpms rising above 2400. if I don't watch closely it will rise above 3000 rpms.

In the 50hr service intervals it doesn't use any oil. Will smoke when I over burden the motor like climbing a hill in high gear otherwise no.
