3 pt hitch speed control

My father in law has a kubota b2320 and has never used the 3 point hitch. When he went to use it today he found it would not raise. Assuming it was in the locked position we tried to turn the speed control below the seat to no avail. It was seems to be sized. I didn't want to reef too hard on the plastic knob. Is there something else I am missing?

My 2012 b2320 has semi seized up over the winter. Used the bush hog last fall & adjusted for that weight/speed ok. Installed rear blade for snow clearing in Dec. & had to use vise grips on the shaft as it turned so hard I was afraid to break the knob.

Thanks I'll give that a try. I assume the knob controls a valve somewhere under the seat. Is there any way to get some lube to it?

Dont know what the knob adjusts but sprayed penetrating oil back along the shaft. Tractor is at daughters place for winter & we are heading there tomorrow to babysit so will check further.

Pretty sure the knob only controls drop rate, although it may be possible (just guessing) that if it was wide open the arms wouldn't lift.

sprayed more oil/light grese back along shaft & with vise grips on shaft was able to work it back & forth & finally full travel. Can adj by hand now using knob.

I was able to free up the knob on my recently acquired B2920 by squirting PB Blaster at the threads, letting it soak for a few minutes, and working it with vice grips on the shaft as suggested below.

Now, I want to remove the knob so that I can remove the plastic cover it passes through to work on the loader control. Does anyone know how to remove the knob (or the shaft with the knob)?
