I feel like it's a power issue still. The voltage might be there but the amps aren't and the system shuts off when it hits low voltage, battery sits and gets enough to do it again 5-10 minutes later. Did you use a battery tester or just a multimeter?

There are several youtube videos in regards to testing your fuel injectors pump, pull them and rig up the high pressure lines and put a glass jar over each one when you crank over the engine you should see each one pop off and will give you an idea of their current spray pattern. GL
