Yes, sounds like one of the "safety" switches triggering..........For me, it's the seat switch when it does this.......Does it start right back up when you kind of wiggle your butt??? What bothers me the most is that slow RPM. That is almost a fast idle. Dont' worry about running it at 1500...

Do you have just a blade?...........You can angle the height of a box blade to move some of that "outside" gravel, fines, and rock over towards the center. From what I see you have NO crown to speak of so you need to develop either a crown down the middle, or in your case as the slope is going...
