    You will need to remove the rocker shaft but not the valve springs. It is good practice to keep the pushrods in the same place you removed them from. You can't remove all the head bolts with the rocker shaft in place.

    If someone has notched the frame so the pto valve can be removed you can remove the bolt holding it in and the valve will slide right out. it is a simple "barrel" valve. Look for a small piece of silicone caught in the port of the piece you took out.

    You can grind a notch in the frame so the pto valve can be removed without removing the transaxle. Then it is a 5 minute job to remove the lock bolt and slide the pto valve out and remove the piece of silicon. I don't think it will weaken the frame of the tractor enough to matter.

    He is right! It is relatively easy to bypass the controller and provide basic up and down. The outside control on the rear fender actually does this. You don't have position or draft control but it will go up and down and hold.
