I have been a technician for 18 years and currently work for a dealer I would not recommend any additives (sea foam) Only diesel conditioner for the winter to pervent gelling

I would check 130 (green) on drawing they like to come loose causing a rattle

Too many models to remember everything next time I will verify through the WSM before making any suggestions I have had issues with the timer before but from what I remember it would not crank at all. I could be wrong I work on too many machines to remember everything

Some models have a fuel filter inside the electric fuel pump. If your machine has it, remove and check for metal shavings if any replace the supply pump. Make sure you change fuel filter & water separator filter as well

By the sounds of it most likely your neutral switch Pedal adjustment should fix both issues

What is the serial number of your X1100 ?
