PTO turning continuously

PTO turning continuously. Stops only if depress clutch. Traced control linkage to an electrical switch actuated by the linkage. It would seem that the linkage depressing the plunger on the switch would deactivate the PTO, but it doesn't. Depressing it manually doesn't stop the PTO either.
Anyone have experience with this switch or this problem?

PTO engagement and disconnect is 100% mechanical
Some PTO's will still spin when shut off, but it's just a transient spin.
Is the PTO spinning an Implement with speed and power, in both engaged and disengaged positions?

It makes sense that the electric plunger switch is for the starting system. Thank you, I should have figured that out. That would make the linkage the culprit.
The PTO continues to spin when it is disengaged. I first noticed it while using an auger to drill post holes. The auger buried itself even after it was disengaged with the control lever. Had to hand dig it out of the ground.
It stops spinning if I engage the clutch.
I'll closely inspect the linkage, for wear or damage. Can also disconnect linkage and experiment with engaging/disengaging manually.
Unless someone else has a better method, I have some troubleshooting to do.
