It looks to be .125" steel ring I tried compressing part C to the other c with clamps but I still could not get any working room to get a tool in there.
This is a steering cylinder from a L4200DT.

Well I have this issue with a L4200 and did not find out about this till after I bought two new seals from my dealer and slid a seal remover hook in there to remove the old ones.
Now I have destroyed the old seals and still...
I have replaced a bad u joint also, however the front axel now wiggles, so I have gotten the parts to r&r the front axel pivot. My front u joint was in a gear oil bath also, yours looked dry... Not sure if I read about the oil, hovever I did put oil back into it when I reinstalled the cover on...

When I keep pressure on the shaft and rotate the engine the outer gear can catch, however the inner PTO shaft spins when the clutch makes contact with it whether it is lined up or not. I cannot stop the pto shaft from spinning, it has an independent hydraulic clutch I believe.

I have split my L4200 DT and now cannot get the input shafts to line up with the clutch.
I did not disassemble the clutch, so I do not think I need clutch alignment tool. but I cannot get the shafts to line up.
The pto shaft has no brake and uses a hydraulic clutch, so I cannot stop it from...
If your cruse control lever is the least bit elevated it has a reverse lock out so you cannot cruse in reverse. Make sure that the lever is pushed all the way down. A knee or foot can bump it up a little bit and it will not let the reverse petal all the way down. You might get a little backwards...

It works like a tiller, only it spins much faster. Those are actually fine cut blades, the cut and kinda mulch up the clippings, and it cut up pretty much everything, overgrown and lightly wooded.

I have a L4200DT, It came with a rubber floor mat, I think the model year was 1994, it has rubber pins that go through the metal deck and hold it in place. I am pleased with it, it has held up well.
