Z421 PTO Clutch Issues

I'm stumped on a 2020 60" Z421 I've owned since new. I was mowing yesterday and 2 hours in the PTO seemed to cutout, I stopped and noticed the blades were still spinning but barely, and with an extra vibration. I shut it down and drove it back to my garage. Once there, I hit the PTO switch and the blades fully engaged but quickly went back to the same symptoms as above.

Visually check everything and belts look good, blades are tight, tensioner is working fine. PTO clutch was hot but no notably shot bearings or anything. Pulled the battery and it measured at 7.54VDC. Obviously this is an issue and needs to be replaced. But- I put a new battery with confirmed 12.6V and the mower wont start at all. One of the safeties is holding it out but I cannot figure out which one, I'd have to assume this is all related to the PTO/voltage issue.

Any advice is appreciated.
