What is the purpose of this ? Can you tap into this for hydraulic attachments ?

Yes you can, that is why it is there. If you remove the bolts holding it together you'll find two ports. One is oil from the hydraulic pump, the other is to the three point hitch. oil must flow from the hydraulic pump to whatever valve you put on then return from that valve into the port that goes to the three point hitch.
You MUST use a valve with a relief valve in it!
