What will be the reason that my Kubota tractor from get fuel out of the center injector on the injector pump

What will keep me from getting fuel two the center line on the fuel injector pump on a Kubota b71

If you take the line off the injector you aren't getting anything? If so, could be stuck or damaged plunger or bore could be damaged. Possibly the rack isn't interacting with the plunger correctly. Could be a handful of things.
