WG752 no start

I've recently acquired a new to me bucket truck with a kubota gas pup motor for the hydraulics. New distributor cap, rotor and ignition coil. When trying to start I get no spark. At the coil when you turn the key to the off position you get one spark. Any ideas? I'm wondering if it's the igniter in the distributor but it's a quite expensive part to replace without knowing it's the issue.
