V1902 Kubota, hard starting...lots of fuel.

Hi, I have a v1902 kubota in my Red D Arc welding machine. I've been having staring issues with it. It's getting lots of fuel, white smoke and hard start, ill glow plug it for 30-40 seconds and begin cranking. Crank for about 10-15 seconds then glow plug again. I repeat this 4-5 times before the motor kicks and starts to fire. I had removed the injectors and got them tested. They weren't popping properly and one wasn't atomizing very well. Replaced all 4 with the same results, glow plugs came out to 0.03ohms which is telling me they should be fine. Once the machine is running and cleans itself out (usually 30 seconds after it starts) it runs great, I can manually rev it up and down, no smoke at all and welds great. I am beginning to think I have a injection pump issue... Possibly with the fuel shut off?
Any info or help on this would be GREATLY appreciated as I am stumped. Also I have not done a compression test. That's next on my list.

I have a V1902 in a tractor and normally don't even have to hit the glow plugs unless it's well below freezing.

Does the motor have any blow-by out of the valve cover?
If it does, get a compression test done before doing anything else!
Being that it's a 4 cylinder it normally doesn't have a problem firing off even with a weak cylinder.

My next check would be all of the fuel lines and pull the lift pump and check it, any leaking line can induce a small amount of air making it hard to start.

Last would be to jump into having the injection pump looked at if needed rebuilt.

I am not seeing any signs of blow by through the valve cover or crank case breather.
I am currently up at work, but will perform a compression test when I am back in town.
I bought new O-rings for the lines coming off the injection pump I'm going to change those out as I see a tiny bubble out of one since I've done the injectors.

I will post compression results very soon.
