Changed the fuel filters, air filter, fresh fuel--- idles rough for a few minutes, smoothes out until I apply a load then rough again and dies, still feel its a fuel problem, do/how do I bleed the fuel system?

OK a little more detail here will help. Was the tractor running OK before you started your service? How was it running before servicing? Was it acting the same way or was it not running at all before? Before and after conditions will be helpful?

What did you do to bleed the air out of the fuel lines after you changed out the fuel filter? Details please.

Welcome to OTT...

This will also help. Thank you Mr K, for posting this back in 2010:
Here's the direct link to the article with videos + pics: http://www.orangetractortalks.com/2008/11/how-to-bleed-kubota-fuelinjector-lines/

had let set during cold weather for about 2 weeks, condensate water in the tank I believe started it all--
You need to add Power Service to your fuel for cold weather protection to keep it from turning to gel. It will also help with condensation issues. To be safe I would just add it to your fuel year round.
Any Tractor Supply in your area should have it. I assume NAPA would also have it. Hell I've even seen it in WalMart.

Another suggestion would be to try to keep your fuel tank full in winter. Less chance of condensation forming. Hope this helps. Good Luck. Let us know how you made out. Oh, an show us some pictures. We love pictures !!!
