Trouble starting B1700 when cold outside

How long should one keep the glow plugs heating up before trying to start it?
when temps go down, 20 F or less, will not start well. Have small heater(250 watts)on oil pan, and keep charger on battery. Would using a quick start jump hurt any of the electrical system? I have an older model that I have around to help start the car but never have used it.

Glow the plugs for roughly 1 minute.
Test the battery, sounds like it is not providing enough jam.
You shouldn't have to keep the charger on the battery.
