Tractor stalls when PTO engaged after replacing impeller shear pin

We just replaced the impeller shear bolt on our B2782 snowblower (B3030 tractor), but now as soon as we engage the PTO the whole thing dies.
I took the bolt back out and the tractor runs fine with the PTO engaged.

I used the oem shear bolt from our dealership, any thoughts on what else to try or what we're doing wrong?

Does the blower spin freely when disconnected from the PTO? Sure sounds like the impeller is jammed up.

It doesnt spin freely. I'm wondering if the impeller is maybe a little frozen so I've got it in a heated stall for the night to see if that will help.
Outside of that I'm out of ideas.

After you get it warm recheck to see if it spins freely before you reinstall a shear pin. If it does spin then reinstall the shear pin and recheck it before you try the PTO. Also look at your PTO shaft and check to see if it binding i.e. a bad u-joint. Grab hold of the shaft near each joint, one at a time, and check for slop in the joint.

you may have a frozen fan due to water trapped behind it that froze during sheer pin change
Some blowers have a drain holeon bottom of fan housing. If plugged water cant escape after rain or thawed snow in heated garage or warm weather
