Looks like a "New Holland"...... plowing..... in old Holland.
Blue tractors do seem to be a favorite brand in Holland.

Something old that is new again. The added steelwheel was used long ago but they did not retract to allow you to run down the road. This one looks to be retractable thus it is a good addition for the extra traction when needed.
