T1460 dumping gas

I am very limited on my knowledge of engines, I know they need, and can turn a wrench pretty good. But donÂ’t jump feet first into projects until I have an idea what IÂ’m getting into (and usually ends up worse due to complications)

Question 1:

So tried starting my T1460 for the first time this year, today. Got it to start but it died soon after, it usually keeps going once I get it started for the year.
Got it to start a few more times same result.

I noticed what it was doing, dumping fuel!

So it starts, and a clear pipe hanging down near the carburetor is spitting out fuel and doesnÂ’t stop, I first worries it was a broken fuel line, the amount it comes out, but itÂ’s not it, itÂ’s like an overflow or something but itÂ’s pouring out fuel as it runs.

Is something stuck on? Off? Broken? Worn out? Pump is obviously working.
It starts and runs for a few seconds then dies and dumps fuel the whole time!

Any ideas?

Question 2:

Something I always wanted to know and through all my searching could not find an answer.
How do you disengage the hydrostatic on a T1460? I canÂ’t move the tractor without starting it, unless I drag it or lift the rear end, or one rear wheel.
I canÂ’t find any levers or buttons that most sights say are there in general. Just curious if anyone knows here, and how for this specific tractor.. or if it even can.

The float valve inside the carburetor is stuck or leaking past. It's kinda like a toilet valve, once the water (or fuel) level rises, the float rises with it and turns the water (fuel) off. Well it ain't turning it off (obviously), thus the overflow tube lets the excess run out of that clear tube.

To freewheel/push it manually there is a lever that sticks out in the back of the tractor by the trailer hitch. Pull and hold it while pushing. Make sure the parking brake is off.
