I can only hear the solenoid click when ignition switch is turned to start. I was able to push the PTO switch back into place and all the terminals looked ok. When i shorted the terminals on the solenoid the starter would engage and run provided someone is in the seat. Holding PTO switch in place and activating it also worked. Is there some safety feature that would be disabling the solenoid from operating? From what i can see only the PTO switch was knocked off obviously glued on originally. Anyone ever experienced this?

Sounds like you haven't got the PTO switch back where it needs to be.
PTO is one of the interlocks so if the tractor thinks the PTO is engaged it won't let you start it.

I'm not sure what the problem is at this point.

- The tractor will not start if the PTO is engaged.
- Once the tractor has been started, the PTO can be engaged without having the engine stop.
