I've never heard a slipping clutch, they just slip.
Test the clutch before you split it; can it pull away from a stop in high gears with the usual engine loads a bit then speeds up and rolls out? It it pulls out straight away I wouldn't bet on it being the clutch.
This doesn't mean that you don't have to split it, but I wouldn't order clutch parts until it fails the high gear test.,

At the pedal there is one inch of free play before there is any resistance by the clutch. Yes, it easily moves out from a stop in the high gears, just as you described.

Sometimes you just need to hear/feel what's going on to venture a good guess.
Is the whining anything like when you don't have the clutch down and try to put it into gear with the motor revving?

Thanks for the comments. I'm going to have to do some experimenting. It's a little time-consuming since I need to put the plow on and go plow something. Maybe I can recreate the problem by just chaining the tractor to a tree...
