I would shorten the chain so it can't wrap around the PTO shield.

Yep. Most places remove the chain because people don't hook them to anything and become a weed wacker on steroids. Ask Tractor Mike made a video about such things.

Yes, to prevent the housing from rotating. Shorten the chain to remove the excess while still allowing full movement of the implement.

I usually throw mine over the top link and attach it to itself. Or around a lower link... And attach it to itself...

Of my 3 PTO driven implements purchased in March 2021, only one came with a safety chain.
Land Pride Rotary Cutter and Land Pride Finish Mower - none
Land Pride Spreader - yes

Thanks guys. Pto shaft for a chipper. Got chain shortened up. Was a little nervous cutting pto shaft but got that done too without any issues. Working with my dealer now to figure out why my engine shuts down when I get off the seat...and flip it up... with rear pto engaged. Park brake set also.
Dealer seems to think it's missing a second safety switch at front underside of seat. I have a rotating seat for a backhoe.

what if you set parking brake, get off tractor, flip up seat, then engage the PTO?

Does that work? I don’t have my operators manual in front of me. Of course we should follow that, but I’m assuming you already looked there 😊

Yep. Tried that too. Followed manual exactly and Kubbie still shuts off. I'm thinking it has to be something with seat safety switch (es). Dealer changed the seat subframe and suspension to accommodate the swivel function for the backhoe.

Greg...could you flip your seat and see how many safety switches you have there? Is there one that would be activated when the seat if flipped up?
