I pulled my mower deck off yesterday to replace the blades and add grease. I noticed that the belt tension pulley was really greasy and that the grease fitting was backing out and the cover was loose.

I tightened the grease fitting which tightened the cover then I added some grease. I am concerned I have a bigger issue. The operator's manual does not give me any help on if this is a sealed unit and its broken or not. Should I replace the pulley?

My tractor has 70 hours on it and the mowing hours are about 35-40 at the most.

Why are you replacing belts after 35 hours of use?

Any bearing with a grease fitting is not a sealed unit. however, grease needs to be judiciously added as scheduled and over greasing or the wrong grease will have the stuff ending up where you do not want it.

If the tension pulley turns smoothly with the belt off and does not have any looseness, then it is good.

If the pulley rotates smoothly and makes no noise or 'feel's rough when you rotate it. It's fine.

Replacing blades at 35 hours, you must have very sandy ground. I replace mine yearly and we live on blow sand.
