Pto clutch not engaging

I purchased a 2017 3901L Tractor. The PTO on the rear of the tractor looked brand new like it had never been used. The problem I’m having is when I engage the clutch. It has no effect on the PTO whatsoever I’ve heard that the PTO clutch can rust together if it’s not used is there anyway that I can check that myself or is this something I need to take in and have a professional look at? The clutch is otherwise working fine for the Tractor.

You have an L3901. The PTO is engaged with a lever operated cable mounted on the right fender. What clutch are you engaging? Have you tried readimg the operator's manual?
