Hopefully someone can give some advice.

I have a new compressor / system etc.

It calls for 3.7 ounces of PAG 46. When we load it into the suction side port hole - it barely takes a couple of ounces. We are turning it over and working it in. Do we need to install the compressor and then add oil?

Other compressors - we were able to load oil on the bench and then install.

Not an expert and I know just enough to be dangerous.

Any advice is appreciated.

Yes install the A/C compressor and the drier / accumulator and split the oil between the 2.
Manually turn the compressor to work the oil through the compressor.
