By 'lever' do you mean the 3ph control lever? If so, you probably need to adjust the feedback linkage so the 3pt doesn't go into relief when fully raised. What tractor is this on?the loader lifts slowly when lever fully down. lever 3/4 down lifts fine. when going down with loader feels like a hard spot then after that loader drops quickly. linkage looks fine.

The "hard spot" is the detent between the power down and gravity down (float) positions That is operating correctly..the loader lifts slowly when lever fully down. lever 3/4 down lifts fine. when going down with loader feels like a hard spot then after that loader drops quickly. linkage looks fine.
Your engine wont run at 540 RPM. That is PTO speed which corresponds to about 2200 engine RPM.the hard spot is very noticeable.was much smoother
Possible but that would slow down float as well.Valve rarely goes bad. Possible restriction at the connection fittings.
It would be helpful if you told us if the hoe is mounted or nothave a back hoe
