Have a L48 that runs then shuts off. Then will not restart unless it sits for a little bit. The fuel switch on side of engine does not click when it does not start.

Seat, clutch, pto should all have safety switches. I would start with the seat switch.Already put a new solenoid on. Wiring looks fine. Are there any safety switches that would shut off power to the solenoid?
Does not really sound like a safety switch problem. I still think it has something to do with the solenoid. Try applying power to it independent of the tractor wiring. Also do a check of the tractor wiring that you are getting power to the solenoid. I am not sure on your machine but I think the solenoid has a timer function that returns the solenoid to the fuel on position after a few seconds of turning the engine off. Turn your key on without starting and then turn off and you should here and see it click when the key is turned off and then it should click again a few seconds later as it returns to the fuel on position.It still cranks but will not start. If it sits for a couple minutes it will start. Then it will run for a little then shut off again.
