L4310 won't throttle up.

Long story short, this tractor was brought to me in pieces. The owners hired hand had changed oil and didn't tighten the oil plug and it started knocking and smoking. They had taken the tractor apart about 3 years ago and purchased a used engine from a generator to replace it but never got it done. That was the shape i received it. I disassembled the motor and found the #1 rod bearing had spun. I went ahead and replaced the crankshaft with the one from the used motor and installed all new rod and main bearings and honed the cylinders and replaced the rings, 1 rod and 1 piston. After piecing it all back together and starting it, it has an upper engine rattle and will not throttle up. It runs smooth so I am at a loss. I have removed the front cover and checked the timing mark to make sure they are correct.
Any suggestions??????? At a loss on what to do next!

Stuck rack on the injection pump? Have read in here where from sitting long they have stuck at wide open before....... so just guessing it is possible to stick at idle position too

It seems to be a different issue than something being stuck. The throttle has to be about half way or higher or it dies. With the throttle lever in the full position it only runs about 1200 RPM. Unless there is something in the injector pump that I am unaware of how it works.

re burp all injector lines at the injector till same steady overflow comes out of each line.

if no change check each injector in a safe way to see if it is spraying or dripping when you spin the engine over. Each should look to spray the same.

Do you have a way to check compression?

Have you adjusted the valves?

I have not removed the injectors or checked them for spray. I have adjusted the valves and no i haven't checked the compression. The rattle/knock is coming from the #4 cylinder and that was the last injector line to load. I will pull that injector. That would explain the problem I seem to have. Thank you I will let you know what I find .

Check to make sure the small and large governor springs are hooked up and not broken. Should be able to see them if you remove the small cover on the side of the injection pump housing. They hook to the cover on top of the front cover where the throttle and manual fuel shutoff is.
