l4310 PTO clutch. confirm my fears

New guy here. Been around old tractors my whole life and am working on neighbors "new" tractor. PTO stops turning when against a load. Doing research here and doing my own troubleshooting leads me to believe PTO clutch is toast. Owner has never used clutch to engage PTO. Just moved lever to engage. My fear is that the PTO clutch is given up and I need to split tractor and replace. Any other thoughts or suggestions?

The PTO on that model has a hydraulic clutch, the travel clutch has no effect on the PTO.

Hydraulic clutches very, very rarely go out, it's most likely a problem with the engagement system.
