L3710 Hydraulics Stopped working

Had a leak in my steering cylinder. Took it out and had it rebuilt at a local machine shop. Put it back in and reassembled the tractor. Took advantage of the opportunity and changed the engine oil, hydraulic oil and both filters. Tractor engine starts up just fine. BUT, the three point doesn't lift and the steering doesn't work. I followed every step in the Service Manual getting this work done. What could be wrong? Hydraulic pump seems to not be working at all?

You may need to prime the hydraulic pump if fluid drained completely.. I seem to have read about the process but have forgotten how it's done.

For the record... I overfilled the trans. Tookabout 1 gals of.oil out andsteering began to work. Couldn't get three point running until I put my loader back on.. Once connected 3PH started working. Clearly it was air in the system. I do think the seals are leaking on my 3PH, but that's for another day. I'm back in business. Thanks to all for.suggestions.
