L3300 Glide Shift HST tractor not moving foward or reverse

Tractor was moving sluggish and power steering was stiff. Thought could be low on fluid. Changed fluid and filter, 10 gal. Is that correct amount? Power Steering works, front loader operates, 3pt hitch raise and lowers, Pto engages. No or very little forward or reverse movement just rocks foward or reverse . What to do next?

According to the specs on TractorData, 10 gallons is correct (41.2 quarts=10.3 gallons).
