I am by no means an expert, but have spent some time replacing a clutch on a L3130D and adjusting the clutch as part of this.
I have found this particular range switch to be more sensitive to the adjustment of your clutch and touchy even when it's adjusted well. Thus, if your clutch is not quite adjusted correctly, this is the first place you will have difficulty.

Which transmission? Any ways have you tried rolling the tractor slowly and moving the shifter at the same time.
