Problem solved:

PB port on the loader valve did not have the correct powerbeyond adapter. The correct power beyond adapter ( 3/4" NPT Power Beyond Sleeve Prince 660312004). Also the hoses needed to be swapped between the PB port and the valve outlet.

Great that you figured this out.
So I take it that sometime in the past, someone opened the case and removed the lever. I guess they were planning on replacing it and never did.
