L2950DT GST Clutch question

I recently purchased a L2950DT GST and then a 60" 3 point tiller, the tiller works well when I am not moving, but in first gear the tractor and tiller stop. I have read some articles and adjusted the clutch, and still no luck. TS states the tiller is rated for 25-40 HP tractors, mine appears to be 28 with 26 at the PTO according to the service manual. I also tried dumping the clutch while holding the brake on, and the tractor only shuttered a little, not even close to a stall. Is it time for a new clutch, a smaller tiller or both?

Thank you for the quick response Vic, yes I have an Operators manual and a Service Manual as well, removed the spring from the clutch pedal and set the free play to approximately 1". Could you tell me more about the stall tests you are suggesting?
