When any cable driven meter acts like yours the problem 90% of the time is in the cable.

The cable is not rotating smoothly. Often on more modern applications there is a smooth plastic lining inside the outer cable which has worn through.

Make a small metal piece so you can drive your tach with an electric drill.
If it then is stable you know it is the cable.

You can lube the cable but risk its rotation moving lubricant into the tach head.

A new cable would be best.
