L2250 Small Coolant Hose

On my L2250 there's a small in diameter hose that changes direction about 6 times as it runs from the bottom of the radiator to where it seems to be connected at the area of the hydraulic pump and fuel pump.

The part number is 31351-18570 and the description of the part is - "Hose Drain."

Please help me figure out the purpose of this hose, which is leaking.

Also, the parts diagram shows a part that goes around the hose near the midway point (not at the end like a clamp.) The part number for that is 53581-64150 and the name is "Band, Cord." Might that be some sort of "wire tie" type deal to support the hose on it's somewhat lengthy journey --- or to try to keep it away from something sharp?

The purpose of the small hose is two fold, it helps when you drain the system, to get the most of the coolant out, and it works as a bypass for the waterpump to keep coolant moving around enough not keep it from having hot spots.

And yes the hose band is a zip tie to keep it from getting into the fan or other spinning parts.

Does the hose help with draining the system just by it's being there --- or does it help via disconnecting that small hose from the radiator when draining?
