L1501 pto

My PTO will not disengage, shifter moves and feels like it works, but PTO stays live...IS this something I can correct?

My pto also spins at all times but is not "under load" when I don't have an implement attached. It spins when in neutral at pto (tractor running)
Are you suggesting yours has power at pto at all times?
