L 3400 Damper

My L 3400 HST forward/reverse pedal has lost all resistance and will not return to neutral. The tractor moves fine but it's like the pedal is not connected to anything and leads me to think the damper went bad. My question is, does the damper center the pedal as well as slow down the pedal's movement?

No the damper does not center the pedal.
You need to get the WSM (aka Service Manual) to understand and repair the the system.

After reading through the description it may be just a broken neutral spring. Just getting ready to leave for dinner so not in appropriate clothing to climb under the tractor and look but I'll check it out.
