kubota m7030su steering problem

New to forum I bought a Kubota m7030su a few months ago and have been working on it ever since. Just rebuilt the steering cylinder because it was shot seals were blown and rod has major damage. It has been sitting for years. Got it all back together and no steering. I rebuilt the cylinder and took the resevoir apart and changed the filter it had split in two. It has a separate pump or the steering so I don't think it needs to be bled. It will turn when front end in air but with any weight it fails and wont turn. The lines are all hard lines so not sure where I would put a pressure gauge. when the front end is in the air and wheel is turned all the way to one side the orbital keeps turning very second or so it will turn a click. So after a couple minutes you can turn the wheel a whole revolution. Also when it deadheads, no relief valve noise or change in engine idle like everything else i have ever driven. I have heard mention of a orifice in the orbital that can get clogged. I am thinking of trying that just wondering if anyone had any advise? thanks in advance

Forgot to mention not sure if i had to bleed the steering another way, since it had a return system i thought it should bleed itself with rotation of wheel

Not sure if it has a priority flow divider in steering control. Possible debris from cylinder got to Orbital or priority flow are and is blocking pressure somehow?

Figured it out thanks for the reply. It ended up being the pump. Took it apart slight scarring on the end plates. I did not believe it was enough to let pressure by but it obviously was. New pump cured it.
