Kubota m120 pto not working

Hi everyone,
I have a Kabota M120 tractor that the PTO spins but is not powerful. I have tested the pressure going to the PTO clutch and it reads 14 PSI when it should be reading in the 300 PSI range. Also, the tractor is stuck in high gear and the only way to start it is to bypass the high range which tricks the tractor in to thinking it is in neutral. Does anyone know what the issue could be for these two problems? Thank you.

You need to get ahold of the WSM (aka Service manual) for the tractor.
It will have troubleshooting guides in it.
A dealer will have a full copy,
