New to me Kubota L3800 gets close to the red on the gauge after not working that hard...
replaced the thermostat without much change....

Can shine a flashlight behind the radiator and it's clean...

Used my infrared thermometer. When the gauge was reading almost in the red, the top of the thermostat housing is only reading about 185 degrees...

Any ideas? Bad sender/gauge/something else?

I think you covered it with bad sender, gauge, something else. From following posts here I think your gauge itself may be the culprit. I'd have to look at schematics to give troubleshooting tips. You need to know what kind of signals you should be working with.
