Kubota L245F No Throttle Control High RPM at start up

I was inspecting the main body of the pump and noticed there is no pin in the whole to the left of the 2 adjust plates. I'm assuming that pin is to keep the element from rotating in the cylinder. Am I wrong?

No there is no pin that goes in that hole that I know of.
