kubota D1005 ENGINE GOVERNOR

I HAVE A KUBOTA ENGINE/ ELECTRICAL GENERATOR THAT HAS DEVELOPED A ISSUE OF NOT HOLDING A LOAD WITH THE VOLTAGE AND RPM SAGING I REPLACED THE ELECTRICAL END. AND RAN IT FOR 3 HOURS IT SEEM TO WORK OK. THEN STATED SAGING AGAIN. 1) I HAVE REPLACED THE FUEL FILTERS AND PUMP. 2) REMOVED THE INJECTION PUMP TO INSPECTED IT AND THE RACK IS FREE. 3) ALL THE PIECES SEEM TO BE IN PLACE WITH THE GOVERNOR THE RACK SLIDE, AND SPRING 4) I HAVE NOT OPENED THE SIDE COVER TO EXAMINE THE GOVERNOR NOR HAVE I TRIED TO ADJ THE GOVERNOR. ANY ADVICE WOULD BE VERY HELPFUL . I MIGHT ADD THE GOVERNOR IS SET TO RUN AT 1800RPM. IT STARTS AND RUNS AT 1800 NO LOAD.

It's a fuel or fuel delivery issue.
If you've confirmed that you're getting good constant fuel flow to the injection pump, then you issue is more likely a bad injection pump or bad injectors.
You can not simply look at the pump or the injectors and know if they are bad.
They need to be pulled and professionally tested.
Do not buy injectors off the internet they are almost all junk.

FYI: In all my years I've only seen or heard of one governor assembly ever going "bad".

i retested the fuel pump although the pump runs and the engine is getting enough fuel to run at no load. when i tested the pump for pressure and delivery it failed. problem found.

Do not mess with the governor adjustment it's very very unlikely to have anything to do with your issue, That is unless some has already messed with it.
You can tell if it's still got the antitamper cover on it or not.
