No that is case drain to the reservoir. It is very low pressure. The filter is charge oil but I don't know if there are any taps there to connect a gauge.
If it were me I would probably use a modified banjo bolt in the line from the hydraulic outlet block to the filter housing to test. I have a bunch of them modified by drilling out the end and tapping to 1/8 npt for just this purpose.

That sounds like a good plan. Since the power steering works there should be adequate flow to the hydrostat. The relief (back pressure) valve may not be providing enough charge pressure.

how would I test the relief valve or is that something that needs to be done at the dealership?

You can do what @ruger1980 suggested in post #61. In an early post, I mentioned testing the pressure at the transmission, but it requires special fittings. What he suggests will accomplish the same thing. Any means of measuring the pressure in the line around the filter would work. It should have <100 psi at that point. Tee in, don't deadend it.
