Injection pump control sleeve timing

I bought a L3130 that was not running and from my guess it probably sat for a year or two. So after all the other problems I have got figured out I got to the point where I was getting no fuel tracked that down to the injection rack being froze or seized and would not budge. So I got the injection pump finally pulled out by partially disassembling it, then put the parts in an ultrasonic cleaner. , then put the parts in a ultrasonic cleaner and polished the rack and got everything moving freely and polished the rack up and got everything moving freely like it should. After assembling everything I now get fuel through the injection pump, but it is just a dribble coming out not a fountain. So I took it apart again and I just want to clarify that the timing is correct for my control sleeves and rack. The only one I could see to lineup is where the double grooves were cut all the way through on the control sleeve so I figured you lined that up with the notch on the rack. Can anybody confirm this or tell me if I’m wrong

Yes that should be right.
The following is not to poo poo your work, it's just reality.

Your chances of success are low, especially if there was any damage to the pump parts.
I tell everyone that they should just send it in to be professionally rebuilt, because DYI rebuilds rarely result in anything even close to a perfect pump setup.
That will be even more limited if you swapped any of the parts between pump sections.
You have no way to set the curve, you have no way to sync the pumps, and I'll bet you don't have any way to test the pump pressure.

No I don’t have any special equipment, and could not find anybody local to me that rebuilds them so I was gonna give it a shot and see. But now I can’t find anything on how or where to time/clock the delivery valve holders. I did keep all the same components together and not mix up any of the parts between the 3 different pumps
