Adding hydraulic top link I want to have slow precise control.
Good idea to add a needle valve or .030 flow restrictor?
Add to one hose or both?

I've never seen a need for flow restrictors on the hydraulic top or side links for either tractor. I did add restrictors on the MX for a circuit that I use to extend the cutting head of the flail, but that's because the geometry is such that a small movement of the rod that extends the head results in a large movement of the cutting head so finesse is more tricky.

Restrictor on both lines per cylinder.

I used fittings with a restriction in them, installed at the cylinder ports.

Why not try the hydraulic top link first to see if you're ok with the control? It's not like it's hard to add restrictors after the fact. What do you want to have "slow precise control" of?
