How to remove instrument panel B-7800

I want to clean the dust and install L.E.D bulbs. Does the lower panel need to be removed?

I will look at mine tomorrow, but I think the side panels on the engine cowling have a quick release that allows you to move them forward enough to get to the 4 bolts that hold the console on. Most of these instrument panels are pretty much the same. Like I said I will look in the morning, but if you can, check out the bolts, two on each side.

Well I looked, but it isn't what I remembered. I will go to the service manual and see what it says.....
