Glow plug problem

L2900 glow plug light was not working. I replaced controller and relay. Now the light comes on but only stays on for 1 or 2 seconds. What am I missing? Is there a timer somewhere?

If the weather is warm or if the engine is warm, they only stay on for a very short time.
