It's due to the way the valve is made. It probably has a hole drilled completely through the valve barrel, so a 90° turn blocks the flow, and 180° opens the port up again to allow fuel flow.
At least that's how most of those types of valves work, unless they have a stop to only allow turning the barrel 90°.
