Frankenstine or just really old?

Hi new here so bare with me please.
I bought a Zen noh tractor in Bulgaria where I now reside. I cannot speak Bulgarian and may have just bought with my heart not head. The tractor I have has a very basic loader on the front and originally a 2 point lift to the rear, converted now to 3 point. Anyway the hydraulics lift fine but now will not lower unless the engine is off and you pump the raise and lower lever back and forth.
Reading on here I don't see any similarity to my hydraulic set up as anybody else so I am asking the Hive mind for help and possible solutions. pictures attached!

My guess, and it's only a guess... Does this knob turn? It's in the location that should control drop rate.

Yes wind one way for rear 3 point opposite way for loader up front.
